Joyce Meyers is the Chief Data Officer at Modern Technology Solutions, Inc. (MTSI), bringing a wealth of experience and a distinguished career in data management to her role. With a background that spans military service, civil service, and private sector leadership, Joyce is a trailblazer in driving data-driven transformation across complex organizations.

Before joining MTSI in December 2023, Joyce served as the Data Management Lead for the Army’s Enterprise Business Systems – Convergence (EBS-C) project, where she played a pivotal role in shaping the future of enterprise data integration for the U.S. Army. Prior to that, she was the Chief Data and Analytics Officer for the United States Army Aviation and Missile Command (AMCOM) from 2020 to 2022. In this capacity, Joyce led groundbreaking initiatives in data management, data literacy, and digital transformation, while also serving as the AMCOM Secretary of the General Staff from 2018 to 2020.

Joyce’s journey in data management began during her 20-year career in the U.S. Army, where she served in the logistics field and retired as a Sergeant First Class in 2004. Following her military service, she transitioned to the private sector, working on various logistics contracts from 2005 to 2010. She then joined the Department of the Army as a civilian at the Logistics Support Activity (LOGSA), where she served as a branch chief and division chief from 2010 to 2018. After retiring from civil service in 2022, Joyce continued to make an impact in the data management field, leveraging her deep expertise to drive innovation and excellence.
